The Stanislaus Council of Governments’ Regional Early Action Planning (REAP) Grant provides exciting opportunities to align housing, land use, and transportation planning with the region’s broader sustainable community strategy goals. The REAP 2.0 program, established by the California Legislature in 2021, seeks to accelerate progress toward state housing targets and climate commitments through strengthened partnerships between stakeholders across various levels of government.
REAP 2.0 grants enable the state, its regions, and local entities to work together to generate synergistic plans that reduce vehicle miles traveled (VMT), further fair housing initiatives, and create new housing opportunities across all affordability levels. Advancing equitable infrastructure investments to support infill development, climate resilience, and multimodal transportation access, REAP grants create coordinated strategies for community enhancement zones, VMT mitigation, and bicycle and pedestrian projects that create region-wide benefits.
VMT Mitigation uses revenue from fees proportional to a project’s vehicle-mile impact in order to generate revenue for infill housing and multimodal infrastructure projects that enhance the commute experience for all.
